Yeah, it's kind of a weird continuity thing. Jill had long hair in the original RE; it was just tucked up under the hat. You can see it in the photo of her on her STARS ID at the select screen, in her ranking screens, or if you get her very bad ending.
Yeah... Jill and Claire do look a little interchangeable in the comics. You can really tell at the end of the fifth book when you finally see them on the same page; the difference is that Claire has a ponytail.
I have a nagging desire to edit Guile from Street Fighter to face one of those WTFing Chris faces. And then make it look like a newspaper photo. And then add a headline.
