Leon doesn't know much about Derek, but thinks he's a cool guy who possesses the kind of wisdom that only comes with age. They have a very similar temperament, in that they're both laid back but always look out for friends and family, which Leon can identify with. Leon notices the way Derek interacts with everyone else, where he [Derek] has carved out a role as "sort of team uncle", so bonus points for that.
While, at first, Leon was hesitant to ask Derek for help in big fights because he didn't know him well enough to put him in harms way, but now, after the LA and AU!Raccoon things, Leon feels confident enough to ask Derek for help should he need it.
It doesn't hurt that Leon likes JBJ's music, though he'd never bring that up around Derek.

He'd also grin and tell Leon that he likes JBJ's music too, and even plays it himself every so often--it's just when people mob him thinking he's JBJ that it bugs him.

Anyway, Leon thinks Chris is abso-fuckin-lutely nuts, but likes that about him. He thinks he's a good guy and a good friend, admires his determination, and definitely at the top of the list of drinking buddies.
Leon envies a little how unrestrained and crazy Chris can be, and sometimes wishes he was more like that. Sort of like the Wolverine to Leon's Cyclops, only without them both being in love with the same woman. He's also a little envious how close Chris and Claire are because of how distanced he's become of his own family.
He does wish Chris would know when to take a step back from a situation and cool down, though, since that nearly ruined his [Chris's] relationship with Clarie and really put a strain on his friendship with Becky.
Leon is also aware that Chris is far smarter and capable then he likes to show, for whatever reason, but won't push him about it unless necessary.
Leon is strangely amused by the fact that out of all of Wesker's bioweapons and agents, HUNK, a human, is the second most dangerous, behind Ada, another human.
Leon respects HUNK's capability, but wonders why he would work for Wesker, particularly since HUNK is still human, when he could've changed that. It really strikes him as odd.
Given that Leon knows Baofu largely as a self-serving individual who put himself and his friends in a lot of trouble, it's a miracle Leon hasn't stabbed the man and just be done with it. Leon is starting to see that there may be more to him besides "I will learn everything about you then sell that knowledge to the higest bidder", but not much more, probably. Still, Leon recognizes that as a useful skill.
At this point, Baofu is in the same class as the merchant, someone who would just as quickly help him as he would screw him over if the price was right.
Well, he thinks she's a very sweet and caring girl. He likes that she's willing to help, even if it has landed her hot water on more than one occasion. He doesn't consider her to be naive, though, given that she's going to Yale at the age of 19 and will be Dr. Chambers by the time she's 21, he knows she has a good brain in her head and is willing to give her the benefit of the doubt.
Still, he feels compelled to look out for her, but won't breathe down her neck like Chris did.
He admires her energy and enthusiasm, though he's noticed she's lost some of her bounciness recently. He isn't sure if that's because she's maturing, or if recent events have really gotten to her more than she lets on, or some combination of both.
He hasn't much to say about her dating David, largely because he knows little about David, and Becky hasn't said anything that would make him concerned about that relationship. Not to mention that since they don't hang out much, he's generally unaware of most of her personal business to begin with.
Leon respects her ability, and the fact that she speaks her mind, but he isn't sure where he stands with her exactly. He doesn't understand Pred culture, and knows Rau has a limited understanding of "ooman" culture, so he tends to tread carefully around her, less he actually have to fight her.
He also finds her to be a bit rash and stubborn as well. The fact that she seems to be constantly looking for a fight also bothers him a bit, but he figures that's just part of who she is. His biggest fear about her is that she could be manipulated easily. Not to say that Rau isn't smart, but that culture clash makes her an easy target for someone to go "What he really meant was that he could kick the shit out of you. Go prove him wrong!"
He's a bit wary of her, but not uncomfortable around her.

Anyway, Leon mainly wonders what it is that drives Birkin. He really wants to know why he would intentionally create something like the T-Virus and G-Virus, knowing full well what it would do. He really can't fathom having all that knowledge and doing something so blatantly destructive with it. It's like a waste of perfectly good genius.
No one brings the snark out of Leon quite like Krauser does. Mainly because Jack is everything Leon is afraid he could become one day. Because it's like staring at a cracked reflection, Leon has this need to prove he won't become like that, and also feels he has a responsibility to shut Krauser down once and for all.
What hasn't been said about these two? He loves her, she's his best friend, girlfriend, the person he trusts the most, and a ton of other good things too.
I think the biggest and most overlooked thing about their relationship is that Claire is the only person who can pull Leon out of professional mode and into the rest of the world. Outside his friendship with Liz and Kevin, every other friend he has he got through her.
She's really the only the person he's close to, largely because he won't let anyone else get that close these days. If anything were to happen to her, he'd fall to pieces, and that thought scares the living crap out of him.
Henry is one of the few people Leon wishes he could hang out more with. But between their respective jobs and respective significant others, they don't have much time to hang out, though.
